This proposal doesn't really go to the heart of the matter. It assumes that the SCS cadre of generalists who move around every few years is the best way to lead the Civil Service and that we simply need more and better people of that sort. Is that really so obvious?

What this also means in an enviromnent where there are already very few promotion opportunities in the civil service due to the cutbacks is a further destruction of the internal promotion ladder with the obvious impact on moral as all the dd jobs go out to these..

There are already issues at HEO and SEO ranks due to fast streamers taking all the available g7 jobs.

Really welcome this Mid-Career fast stream. There are currently thousands of talented people leaving other sectors such as the NHS and the university sector on redundancy, with 20+ years experience, wondering how best to navigate this road, and wondering where they can add value. I would add that a recruitment process which asks people to demonstrate how they’ll achieve demonstrable improvements in outcomes for our population, is critical. How they’ll work differently, engage the population in co-designing solutions and how they can demonstrate the requisite character traits.
